Richard “Dick” Garner, 86, of Oroville, Washington passed away on July 11, 2026 surrounded by his loving children.

Dick was born on May 28, 1940 to Orval and Anne (Monte) Garner. He grew up in Issaquah, WA and proudly served in the United States Army, including time stationed in South Korea. After completing his military service, he attended and graduated from Seattle University with a bachelor’s degree in Business.

After college, Dick dedicated 45 years to the United States Customs and Immigration Service where he built a respected career. Dick and the family moved to Oroville in 1980 where he became the Port and Area Director.

For 30 years, he was an active member of the Oroville Booster Club, always looking for ways to raise money and support local schools, athletics and community projects. He believed deeply in giving back and was a tireless promoter of the town of Oroville.

Dick was known for his quick wit, dry sense of humor, and unmistakable personality. He loved to joke around, wasn’t afraid to speak his mind and could usually get a laugh from those around him. He enjoyed walking many miles, gardening, spending time at local water holes including the American Legion and the Eagles Club, reading the daily newspaper and cheering on the Oroville Hornets.

Dick was certainly a familiar face in the community. His dedication to Oroville and enthusiasm for supporting local schools, athletics, and community causes left a lasting impression on many who knew him.

Dick is survived by his children, Deborah “Debby” Mathis, Dandy Laughlin, Danial “Sam” Garner and Sarah Garner; his sister, Nancy Saemmer; five grandchildren; many great-grandchildren, and numerous extended family members and friends.

Dick was preceded in death by his beloved wife, Jeanette (Jan) and his parents, Orval and Anne Garner.

A memorial service will be held at the American Legion in Oroville on August 23, 2023.
